For long form articles on internet getting TLDRs is very difficult. And since there is no other alternative we will have to scroll the full page to see if the aricle is relevant to us or not.

This is where a simple TOC of H1,H2 tags on the page can give you a decent idea of what is there in the page and whether that is relevant to you or not.
